Updated working titles within the Tribunal Clerking Team

Effective 1 January 2026, the Tribunal has updated the working titles for its clerking team to better reflect the professional and legal nature of the support they provide.

The statutory role of Clerk to the Tribunal remains unchanged, but the Clerk will also use the working title Chief Legal Adviser. The updated working titles for the Team are:

  • Clerk to the Tribunal/Chief Legal Adviser – Ray Dhanowa
  • Deputy to the Clerk/Senior Legal Adviser – Audrey Osborne
  • Legal Advisers – Oladapo Akinyebo, Shaun Moran, Maria Kell, Neneh Jalloh

These titles provide clearer, more accessible descriptions of the team’s functions, particularly for external audiences. They reflect the team’s role in case management, procedural support, and assisting the Tribunal on established legal principles, while all decision-making remains with Tribunal members.

This change does not affect:

  • statutory appointments under section 8(2);
  • responsibilities under the SDT Rules 2019;
  • existing employment terms; or
  • the Tribunal’s decision-making authority.

The adjustment recognises the professional qualifications and responsibilities of the clerking team while maintaining the clear separation between legal support and judicial decision-making.
